Legalities

PMF Biblical Seminary Inc. is an SEC-registered religious and educational ministry institution. Our programs is offered for ecclesiastical, ministerial, theological, and church-equipping purposes. It is designed to train pastors, church leaders, Bible teachers, ministry workers, and Christian educators for service in the church and mission field.


We do not represent this program as a CHED-accredited institution, and we do not issue a CHED Special Order Number. Instead, our program is issued under the internal academic and ecclesiastical authority of PMF Biblical Seminary Inc. as a ministry-based Bible school.


The legal basis for this is consistent with the constitutional principle of religious freedom and the separation of Church and State. Article II, Section 6 of the 1987 Philippine Constitution states that “the separation of Church and State shall be inviolable,” while Article III, Section 5 protects the free exercise and enjoyment of religious profession and worship without discrimination or preference. 


This means that religious institutions may conduct religious instruction, Bible training, theological education, discipleship training, and ministry-equipping programs for ecclesiastical purposes, provided they do not falsely claim government accreditation, civil licensure, or CHED recognition when such recognition has not been granted.


The Constitution also recognizes the existence of educational institutions established by religious groups and mission boards, and even allows religious instruction in public schools under proper conditions and with religious authorities involved. This shows that religious education itself is not prohibited; it is constitutionally recognized, as long as it is properly represented and not confused with government-accredited civil education. 


Furthermore, under the Revised Corporation Code of the Philippines, non-stock corporations may be organized for religious, educational, charitable, cultural, and similar purposes. Therefore, a SEC-registered religious or educational ministry may operate programs for Bible school training, ministry formation, discipleship, and ecclesiastical education within the purposes stated in its registration and by-laws. 


Therefore, PMF Biblical Seminary Inc. is offered as an ecclesiastical and ministry-based program. It is intended for church ministry, Christian education, discipleship, leadership development, and theological formation, not as a government licensure or CHED-accredited program.
